Herne Bay: Railway Station to Central Parade

Update June 2024

The consultations on the further two Traffic Regulation Orders have now concluded.

  • Amendment 2: Prohibition of Traffic Movements proposed to remove the recently closed off section of road in Central Parade between Pier Avenue and Station Road and other movement related Traffic Orders in Mortimer Street, Richmond Street, Station Road and Telford Street. We received 251 responses with 206 in support and 45 objections (although some of the objections may be reclassified as comments only).

  • Amendment 5: Waiting Restrictions to reinstate parking within the above section received 66 responses with 55 in support and 11 objections (although some of the objections may be reclassified as comments only).

It had previously been agreed that a recommendation from the Joint Transportation Board was not required prior to a decision by KCC's Cabinet Member for Highways & Transportation. As the feedback is in overall support of the proposals, the decision has been taken to start work on implementing the changes as soon as possible (mid-June).

KCC are consulting on a further two Traffic Regulation Orders (TROs) on this scheme. The proposed Orders are to:

The effect of these made Orders will be the:

  • amendment of existing double yellow lines on Central Parade, High Street and Station Road.
  • introduction of right and left-hand turn ban movements, one-way roads and prohibition of driving (except cycles) on the Central Parade, Dolphin Street, Mortimer Street, Pier Avenue, Richmond Street, Station Road, St Georges Terrace and Telford Street.

These orders have been made for the following reasons:

  • for avoiding danger to persons or other traffic using the road or any other road for preventing the likelihood of any such danger arising.
  • for preserving or improving the amenities of the area through which the road runs.
  • for facilitating the passage on the road or any other road of any class of traffic (including pedestrians).

Following the statutory consultation period, the scheme has been reviewed and the decision has been taken to make these Orders permanent.

The parking and waiting restrictions were advertised originally as Amendment 2 & 4 but due to the new consolidation order for Canterbury it has been renumbered as Amendment 1 with both orders being combined.

Anyone may, by application to the High Court by 29 January 2024, challenge the validity of the Orders or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or any instrument made thereunder, or that there has been a failure to comply with any statutory requirement to the Orders.

Thank you to everyone who took the time to participate in this consultation.

The consultation report is now available in the Documents section. The report was presented at the Canterbury Joint Transport Board (JTB) on 1 November 2022. Detailed designs will now be created, taking into account comments received at the JTB, these were to:

  • amend the proposal to increase the number of disabled parking on Central Parade
  • review the parking in the wider area to identify more parking in the vicinity of Station Road
  • increase the number of cycle parking facilities along the proposed route

The scheme construction is likely to start in late Summer 2023 and the advertised TRO’s will become made orders.

Kent County Council (KCC) is proposing to introduce a new active travel scheme to promote walking and cycling between Herne Bay Railway Station and Central Parade.

The scheme aims to encourage and enable active travel, which means walking or cycling as a means of transport as well as for leisure, making active travel an attractive and realistic choice for short journeys. KCC places a high priority on encouraging active travel and wants to ensure that walking and cycling are safe, easy, attractive and inclusive.

What happens after the consultation?

Following the consultation, a report will be compiled summarising the analysis of the responses. This report will be made available from this webpage. The feedback will be used to help finalise the scheme design and reported to the Canterbury Joint Transportation Board (JTB) in November 2022.

If the decision is taken to proceed the scheme then alterations to the Traffic Regulation Orders will be advertised as ‘Made Orders’. This will be publicised via a notice in the local newspaper and on this webpage.
