Dover Priory train station to town centre cycle route
We are consulting on a proposed cycle route between Dover Priory railway station and the town centre.
The proposed route includes changes to roads and streets along Folkestone Road, Effingham Street, Effingham Crescent, Norman Street and Priory Road. These changes are designed to make walking and cycling safer, easier and more attractive.
The route would provide an alternative to the York Street/Priory Road roundabout, which many people find difficult and intimidating to cycle through. It would create better links between the railway station, the town centre, the seafront and Dover Docks, helping people travel more safely and comfortably.
We are proposing to:
- install an off-road two-way cycle path on the north side of Folkestone Road between Station Approach Road and Effingham Street. The cycle path would be separate from the footway, so pedestrians would still have their own dedicated space.
- remove two centre refuge islands and associated dropped kerbs on Folkestone Road and replace them with a new pedestrian refuge island further east between the petrol station and the roundabout.
- create an advisory signed contraflow cycle route along the full length of Effingham Street and Effingham Crescent, allowing cyclists to travel northbound and eastbound.
- make the western end of Norman Street one-way going eastbound to reduce traffic using Effingham Street and help minimise conflicts between vehicles and cyclist travelling northbound. Two-way traffic would be maintained on Norman Street near the car parks.
- install a traffic light-controlled crossing at the end of Effingham Crescent with the junction of Priory Road.
- potentially install a yellow box junction at the end of Effingham Crescent with the junction of Priory Road.
- make changes to some parking bays to create safer space for cyclists at key locations. Overall, parking space would be reduced by 18 metres, which is equivalent to about three car parking spaces.

What happens after the consultation?
After the consultation closes, we will review responses and publish a consultation report on this webpage.
The consultation feedback is expected to be presented to the Dover Joint Transportation Board (JTB). A decision on how to proceed will be taken by the Cabinet Member for Highways and Transport.
If a decision is made to progress with this scheme, a statutory Traffic Regulation Order (TRO) consultation will be required. TROs are legal documents that allow traffic restrictions to be enforced. Each TRO is formally advertised and consulted on. Details of any TRO consultations will be shared on this webpage, in a local newspaper, and on notices placed on affected street(s).
