Dover Fastrack: Five bus gates in Whitfield - Enforcing Moving Traffic Offences

The next step will be to advertise a new Traffic Regulation Order. We expect this to take place in Spring 2024. This would be followed by the installation of the ANPR cameras with enforcement starting soon after.


Kent County Council (KCC) are using new powers, approved by parliament in July 2022, to improve safety and tackle congestion by enforcing moving traffic contraventions. We must ensure that reasonable improvements to the highway or traffic signing have been made prior to ANPR cameras being installed to avoid contraventions.

Dover Fastrack received planning permission in March 2021, and one of the conditions of the permission is that sections of these roads can only be used by buses, cycles and pedestrians. We are proposing to install ANPR cameras at five new bus gates in the Whitfield area of Dover.

In other locations across the county, bus gates have been abused by drivers, leading to delays to the bus network which affects the punctuality of the buses and makes the service less attractive to passengers.

The aim of the enforcement is to achieve the following objectives:

  • ensure compliance with the planning permission
  • ensure that the bus service will launch on site as a reliable service, attracting residents to use buses from the start
  • aim to encouraging bus use as an alternative to the private car.
