St. Nicholas Church of England Primary Academy, New Romney
Consultation has concluded
The Governors of St Nicholas Church of England Primary Academy (St. Nicholas CEPA) in conjunction with Kent County Council (KCC) and the Trustees of Aquila Academy Trust would like to hear your views on a proposal to open a Specialist Resource Provision (SRP) for children with Autistic Spectrum Disorder (ASD) from September 2022.
The Local Authority is responsible for maintaining Education Health Care Plans (EHCPs), not only for statutory school aged children but for children and young people between the ages of 0-25 years. As of January 2020, this totalled 13,499 children and young people with an EHCP. This is an increase of 1,736 since January 2019, up 14.8% compared to 10% nationally. Autistic Spectrum Disorder (ASD) remains the most common primary need type with 41.2% of children and young people aged 0-25 years having an EHCP with this primary need identified. This has increased from 40.3% in January 2019. This is significantly higher than the National figure at 30%.
Romney Marsh is located in the southern tip of Folkestone and Hythe, with the main town of New Romney being around 14 miles from the centre of Folkestone. This inevitably means that those resident in Romney Marsh have long distances to travel to access key services such as specialist school provision. To begin to address this issue for pupils with ASD, The Marsh Academy (New Romney) opened a secondary aged SRP for ASD in 2018. Opening such a provision within the primary sector is the next logical step.
The proposal is that KCC will commission up to 14 places within the SRP for primary aged children with an Education and Health Care Plan (EHCP) for ASD. Initially, the commissioned number of places for 2022/23 will be around 4. These places will be in addition to the Published Admissions Number, so will not impact on the number of pupils admitted to the mainstream school.
