Adult Social Care Prevention Framework

Following engagement and early co-production with the Voluntary Community and Social Enterprise (VCSE) sector, our workforce, partners and workshops with Kent residents throughout September 2024 - March 2025, we are now running a public consultation on our newly proposed Adult Social Care Prevention Framework. We invite you to review our proposals and share your views.

Kent County Council has a statutory duty under The Care Act (2014) to prevent, reduce and delay the development of needs for care and support by promoting individual wellbeing and ensuring that people can live as independently as possible. We will make the best use of data and research-led practices, early interventions and partnership working.

The Department of Health and Social Care (2018) defines prevention as: “Prevention is about helping people stay healthy, happy and independent for as long as possible. This means reducing the chances of problems from arising in the first place and, when they do, supporting people to manage them as effectively as possible.”

The Framework sets out our ambition to help more people in Kent to live fulfilled, healthy and independent lives now and in the future.

Our ambition

By 2035, adult social care in Kent will have fundamentally shifted towards a strategic, operational and financial model that prioritises prevention, early intervention and delay of escalating care needs. We will make the best use of data and research-led practices, early interventions and partnership working.

The Adult Social Care Prevention Framework will be supported by a detailed delivery plan that will be monitored regularly.

We're holding both virtual and in-person engagement sessions across Kent in June and July, and we encourage you to attend to ask questions and share your feedback. You can find details of these open sessions in the 'Engagement Sessions' section on this page.

We are also running sessions within existing community groups in partnership with the voluntary, community, and social enterprise (VCSE) organisations across the county, as such some of these are closed sessions and only available to those already attending those groups. We have therefore not included these sessions in our ‘Engagement Sessions’ section. However, our advertised open sessions are available for drop-ins. For those unable to attend any of the in-person or open sessions, our virtual sessions provide an alternative way to participate.

Next steps

Following the end of this consultation, responses will be evaluated, and a consultation report will be produced. The report will be published on this webpage. The report, along with an Equality Impact Assessment, is expected to be presented at the Adult Social Care Cabinet Committee in September 2025. Consultation responses will be considered before any decisions are taken. Details of any decisions will also be published on this webpage.
