On the 19 November 2025, KCC’s Strategic Business Case for Local Government Reorganisation in Kent and Medway is being presented to Cabinet for their approval to submit it to Government.
The Business Case and other supporting documentation, including the results report, can be found on KCC’s website. The meeting will be webcast live and the recording will be available afterwards.

The Government has asked the councils in Kent to submit proposals to them for Local Government Reorganisation (LGR) and we want to gather the views of residents and stakeholders to help inform this. LGR involves abolishing all the current councils in Kent (Medway Council, Kent County Council and the twelve district or borough councils) and replacing them with ‘unitary’ councils that will deliver all council services within their area.
LGR will be described in more detail within the survey. Links to more information are available on this webpage and within the survey.

The survey is completely confidential. You are not required to give your name.
If you cannot complete the online survey, a Word version is available to download from this webpage which you can complete and return either by email or post. Paper copies are available on request.

The survey closes at midnight on Sunday 26 October 2025.
What happens next
Following the closure of this survey, responses will be analysed and considered ahead of KCC’s proposed Business Case for Local Government Reorganisation being submitted to Government by their deadline of 28 November 2025.
A report on the survey findings will be published alongside the proposed LGR Business Case when it is presented at the Cabinet meeting in November.
