Update October 2026

Following the end of the Public Notice period, David Adams, Interim Deputy Director – Effectiveness, Sufficiency and Skills in consultation with the Cabinet Member for Education and Skills, has confirmed the decision to widen the designation of the Specialist Resourced Provision at Hythe Bay Church of England Primary School, from January 2027.

There now follows a four-week period during which time the following bodies may appeal to the Schools Adjudicator against the decision being made:

  • The Canterbury Diocesan Board of Education,
  • The Southwark Diocesan Board of Education,
  • The governing body of Hythe Bay CE Primary School.

On 18 November 2025, the Children, Young People and Education Cabinet Committee discussed plans to review Specialist Resourced Provision (SRP). After this, the Cabinet Member for Education and Skills agreed to delegate authority to the Corporate Director for Children, Young People and Education to carry out all necessary discussions, consultations, and contracts relating to proposals to increase SRP places.

The decision to issue a Notice in this case has been delegated to David Adams, Interim Deputy Director – Effectiveness, Sufficiency and Skills in consultation with the Cabinet Member for Education and Skills. Having considered the responses to the consultation, they have agreed that a Public Notice should be issued.

The Public Notice is being published in the Folkestone & Hythe Express on 24 September 2026 and is available to view in the Documents section on this webpage, together with the complete proposal.

The Public Notice will run for four weeks, during which time, any person may send in a response supporting, objecting to or commenting on the proposal.

We would like to hear your views on a proposal to widen the designation of the Specialist Resourced Provision (SRP) at Hythe Bay Church of England Primary School, from January 2027.

The SRP currently supports pupils with an Education, Health and Care Plan (EHCP) with speech language and communication needs (SLCN). These pupils need more specialist support than can be provided within the school’s usual resources and available funding.

We are proposing to widen the SRP’s focus to reflect the changing needs of pupils with special educational needs. In particular, SRPs increasingly need to support pupils with a wider range of communication needs, including autism spectrum disorder (ASD).

We have completed an Equality Impact Assessment (EqIA) to see if the proposal could affect anyone unfairly. We welcome your views on the assumptions we have made and the conclusions we have drawn. The EqIA is available to from the Documents section on this webpage.
